Introduction – The Role of a Civil Defence Responder (CDR)
The Civil Defence Responder (CDRs) is a responsible member of the public who has taken their time and own resources to complete a series of high-level medical and Civil Defence training packages focused on “mass-trauma casualty care” in civil defence emergencies.
In the event of a Worst Case Scenario, the CDRs will deploy (within the territory of Bulgaria) alongside their Civil Defence Operator colleagues (security & peace-enforcing roles) to support local medics & law enforcement, NGOs and National Agencies in their disaster response and triage process, allowing them to focus on Priority 1 Casualties in an effort to stop any further loss of life or injury after a serious incident.
CDRs are multi-role civil defence experts who may find themselves providing valuable casualty stabilisation and transport support to main medical facilities away from the incident area. CDRs are trained and motivated to run towards danger to support their fellow citizens in times of crisis.
- Traumatic First Aid: Is the bread and butter of the Civil Defence Responder who is trained above the levels of the Cadets or Operators to deal with mass-casualty situations resulting from international conflict, natural disasters, civil disorder right up to serious road traffic accidents.
The Responder is well-equipped with a Team Trauma Kit and has been trained by a variety of Instructors who are Level 4 Paramedic Qualified or above and are well-versed in the most modern types of trauma care doctrine from TCCC (Tactical Casualty Combat Care) to MARCH Medical System.
Medical training is intense with ultra-realistic scenarios and ongoing confirmation of learning to document the CDRs developing skills.
- Communications, Information Systems (CIS) & Military Grade Cyber-Security: Every member of the Civil Defence Group is trained in emergency communication protocols to effectively deliver relief and support as fast as possible to those who need it. Utilising standard tech such as PMR Radio, cellular services and satellite communication, the Civil Defence Responder will be able to communicate to multiple agencies on multiple communication networks.
Protecting those communication networks and understanding when they have been compromised is also as important as using them. We are lucky to have colleagues from a variety of backgrounds who have vast experience of delivering these skills to teams operating in hostile environments in some of the most remote places on earth.
- Fieldcraft & SERE (Survive Evade Resist Escape): As Civil Defence Responders may find themselves based out of primitive accommodation and working environments at times of emergency, we have added the Fieldcraft and SERE element to prepare them.
“Living in the field” is something few people are prepared for and often find it daunting. Your instructors have months of experience living, administering themselves, and operating in some of the harshest conditions imaginable. The correct mindset and previous experience is all you need to cope with your new environment and if needed, how to escape from it. There will also be an element of “Conduct under Capture” in this highly popular module.
Routine, good personal administration and teamwork are key to living well in hostile environments regardless of a rural or urban setting.
- CBRN – Chemical Biological Radiation & Nuclear: Is a highly emotive subject and can alter the first response to a major incident if CBRN has been deployed either on purpose or by accident. Please note – CBRN Medical Training will be conducted later in the Civil Defence Group training programme (Phase 2 &3).
- Skill At Arms & Self-Defence Training: Although the Civil Defence Responder is primarily a first responder in support of national agencies, there may be a time when the Responder must have to defend themselves, and their patients and assist the Civil Defence Operators in their roles.
There is also a high possibility the Responder will encounter live weapon systems as they go about their duties and it is essential for these firearms to be professionally cleared and safely stored during the triage, treatment and transportation phases of medical support. Unarmed self-defence is also important in public order situations and in general to avoid the Responder becoming a casualty themselves. Basic Small Unit Tactics are also taught on this module.
Responders will complete the full Science Of Shooting and Multi-Platform Firearms Training Packages (Including Force-On-Force training) as part of their initial training with ongoing and regular attention paid to firearms skills as they progress.
- Resilience & Questioning: Being physically resilient is one thing but at times of crisis, even the strongest operators can break down. Ignoring mental resilience at times of massive pressure and uncertainty lead to poor decision-making and bad results in general.
It took less than 24 hours for the disinformation resulting from the UK’s Southport Stabbings (August 2024) to be spread globally by some of the most influential people on earth resulting in over 7 days of violent disorder that spread across many parts of Britain.
We have seen almost every state actor, extremist group and even corporates use social media and disinformation to portray the image they want regardless of election campaigns or war fighting. This module focuses on understanding the motivation behind certain messages, who benefits most from the reaction to that messaging and what is the likely impact on society.
