Civil Defence Group Operators (CDOs)- Part of the Civil Defence Group – are trained to support the Civil Defence Group Responders, local law enforcement, and other agencies/NGOS during national emergencies, covering scenarios from international conflicts to natural disasters. This four-month training package (in-person and online training is weekly) prepares and equips the student to be a useful member of the Civil Defence Group and society in general, especially at times of National Emergency.

Introduction – The Role of a Civil Defence Operator (CDO)

The Civil Defence Operator (CDOs) is a responsible member of the public who has taken their time and own resources to complete a series of high-level civil-defence medical and associated training packages to assist.

In the event of a Worst Case Scenario, the CDOs will deploy (within the territory of Bulgaria) alongside their Civil Defence Responder colleagues (security & peace-enforcing roles) to support local medics & law enforcement, NGOs and National Agencies in their disaster response and triage process, allowing them to focus on stabilising the immediate incident area, treating Priority 1&2 Casualties and returning the local environment to normality as fast and efficiently as possible.

CDOs are multi-role Civil Defence experts who are trained to run towards danger to support their fellow citizens in time of crisis.

  • Skill At Arms & Small Units Tactics: As we saw with the 2022 invasion of Ukraine by Russia, a totally unexpected event can turn your average citizen into a front-line fighter. It is therefore essential to provide both CDRs and CDOs with high-level tactical firearms & small-unit tactics training.

The likelihood of the Civil Defence Operator actually being armed with a firearm in a civil defence incident in Bulgaria is presently very low. However, team tactics and communication learned on the range can be just as effective in Public Order (violet disorder/riot) situations as a gun fight. Considering all Civil Defence Group members train for the Worst Case Scenario, tactical firearms cannot (and should not) be avoided in incident preparation. 

Training will also cover Close Quater Battle (CQB) with Force-on-Force Scenarios, all aspects of our AK Operators Course & Science of Shooting and a lot more!

All Civil Defence Operators are encouraged to go through the legal process to legally own a firearm in Bulgaria with the support and assistance of the PrepYou.Eu Training Team.

  • CBRN – Chemical Biological Radiation & Nuclear: Is a highly emotive subject and can alter the first response to a major incident if CBRN has been deployed either on purpose or by accident. Please note – CBRN Medical Training will be conducted later in the Civil Defence Group training programme (Phase 2 &3).
Understanding the Immediate Actions after a nuclear, biological or chemical attack is essential and even without full PPE, a lot can be done to prevent further contamination and loss of life in this very much, worst-case scenario.
Apart from nuclear conflict or industrial disaster, CBRN training is equally relevant to pandemic response and resistance as seen over the past few years with COVID-19 with more threats appearing globally (MPOX, etc).

  • Fieldcraft & SERE (Survive Evade Resist Escape): As Civil Defence Responders may find themselves based out of primitive accommodation and working environments at times of emergency, we have added the Fieldcraft and SERE element to prepare them.

“Living in the field” is something few people are prepared for and often find it daunting. Your instructors have months of experience living, administering themselves, and operating in some of the harshest conditions imaginable. The correct mindset and previous experience is all you need to cope with your new environment and if needed, how to escape from it. There will also be an element of “Conduct under Capture” in this highly popular module.

Routine, good personal administration and teamwork are key to living well in hostile environments regardless of a rural or urban setting.

  • Communications, Information Systems (CIS) & Military Grade Cyber-Security: Every member of the Civil Defence Group is trained in emergency communication protocols to effectively deliver relief and support as fast as possible to those who need it. Utilising standard tech such as PMR Radio, cellular services and satellite communication, the Civil Defence Responder will be able to communicate to multiple agencies on multiple communication networks.

The Civil Defence Operator may find themselves needing to pass important information on to relevant agencies, NGOs or local law enforcement and medics to assist citizens in the local areas. Understanding the communication protocols, delivery methods and SOPs (Standard Operating Procedures) of the units and agencies CDOs are trying to support is essential.

In addition, protecting those communication networks and understanding when they have been compromised is also as important as using them. We are lucky to have colleagues from a variety of backgrounds who have vast experience of delivering these skills to teams operating in hostile environments in some of the most remote places on earth.

  • Traumatic First Aid: Is the bread and butter of the Civil Defence Responder but also an essential skill-sets for Operators and Cadets alike. The Operators is there to support the Responder in any way from their and the patient’s security and safety to actually assisting in life-saving treatment.

The Operator will have at the very least an IFAK (Individual First Aid Kit) for their immediate life support and has been trained by a variety of Instructors who are Level 4 Paramedic Qualified or above and are well-versed in the most modern types of trauma care doctrine from TCCC (Tactical Casualty Combat Care) to MARCH Medical System.

Medical training is intense with ultra-realistic scenarios and which sees the Operators supporting the Responders in a number of high-pressure environments ensuring they are comfortable and equipped to deal with everything from a serious RTA (Road Traffic Accident) to the life-changing injuries of the modern battlefield.

    • Resilience & Questioning: Being physically resilient is one thing but at times of crisis, even the strongest operators can break down. Ignoring mental resilience at times of massive pressure and uncertainty lead to poor decision-making and bad results in general.

    It took less than 24 hours for the disinformation resulting from the UK’s Southport Stabbings (August 2024) to be spread globally by some of the most influential people on earth resulting in over 7 days of violent disorder that spread across many parts of Britain.

    We have seen almost every state actor, extremist group and even corporates use social media and disinformation to portray the image they want regardless of election campaigns or war fighting. This module focuses on understanding the motivation behind certain messages, who benefits most from the reaction to that messaging and what is the likely impact on society.
